I have viewed the French course, and to answer your question some of the lines can become quite sharp while others are more positional (or in your words, static), it really depends on how Black reacts. The good thing is that Avetik does a nice job of guiding the viewer through the most promising plans and typical tactics, the other thing this course has going for it is that the recommended variation is not so well covered in the theory for either White or Black so chances are good you will have a practical advantage over your opponent.
Moreover, the suggested repertoire is very poisonous and Black can get a really bad position very quickly if he does not know exactly what he is doing. The line is particularly effective against French players who don't usually play the Rubinstein (1.e4 e6 2.d4 d5 3.Nc3 dxe4 4.Nxe4 Nd7) or Fort Knox Variation (1.e4 e6 2.d4 d5 3.Nc3 dxe4 4.Nxe4 Bd7) since the structure after 4...dxe4 is actually his best chance to find equality, even though the positions still remain more pleasant for White to play.
Last point, the main alternatives like 3.Nc3, 3.Nd2 and 3.e5 all have a ton of complex theory to master and still with no guarantee of an advantage, so it's nice to have a practical weapon.
